Greenland was the prime contractor responsible for constructing a new $16M Boiler Plant for the William Jennings Bryan Dorn VA Medical Center in Columbia, South Carolina. The Boiler Plant included three new 600HP water tube boilers and a relocated 400HP fire tube summer boiler. It also included space for parts, maintenance, tools, training room, locker rooms, restrooms and a break room for the boiler plant staff. We converted the summer boiler from natural gas only to dual fuel, gas and oil. These upgrades, completed in February, 2016, provide the Medical Center with a fully functional steam plant in accordance with VA design manuals and requirements.
This project was awarded to Greenland based on a best-source selection evaluation process. This process gives more weight to a contractor’s technical capability and experience and elects the contractor whose offer would provide the best value to the government. We highlighted the following proficiencies in our offer uniquely relevant to this project:
- modifications to existing high pressure steam systems
- modifications to existing pressure vessels
- installation of new pressure vessels
- repairs to existing pressure vessels
In consideration of the above, our offer was evaluated and determined to be most advantageous to the government. Additionally, we proposed a substantially shorter completion time than the 730-day requirement. We completed the project in February 2016, which expedited the scheduled completion date of June 27, 2016 by approximately four months. You can read a testimonial about the project here.
